We would call it jacking for beats, but really it’s been serial armed robbery with not as much as a few days going by without Rozay dropping a new remix. Blige, Mariah Carey, John Legend, Chris Brown and The-Dream. No producers have been revealed for the project, but if history is any indication double R will have some fire production regardless of the names.

Barely three weeks in office, President Muhammadu Buhari has shocked Ministers with poor salaries and austere allowances.
He has also imposed dos and don’ts on the ministers including travel restrictions.
Most Ministers were said to be embarrassed by the perks of office accruable to them in office.
The only leverage the Ministers will enjoy is the privilege of flying in a Business Class on trips.
These conditions of service for Ministers were contained in a letter  given to them during the week by the Secretary to the Government of the Federation, Engr. Babachir David Lawal.
The letter said: “I am pleased to inform you that the President of the Federal Republic of Nigeria, Muhammadu Buhari, GCFR,  has  appointed  you as  a  Minister in  the Government of the Federal Republic of Nigeria
“The appointment takes effect from 11th November, 2015 under the following Terms and Conditions of Service as contained in “Certain Political, Public and Judicial Office Holders(Salaries and Allowances, etc) (Amendment ) Act 2008.”
“I am to add that your tenure terminates at the end of this Administration unless otherwise decided by Mr. President. Please accept my heartiest congratulations and best wishes on your appointment.”
The SGF’s letter gave the details of the perks which the ministers will enjoy in office as long as they last in the Federal Executive Council (FEC).
While the substantive minister will earn N2, 026, 400 Annual Basic Salary($8,514.285), Minister of State is to get N1.8million($7,563.025) per annum.
Other  highlights of the conditions include: Estacode Allowance($900 per diem); Duty Tour Allowance(N35,000); Utilities Allowance(Telephone/ Electricity/ Water)–30% of Annual Basic Salary (N607,920); Domestic Staff Allowance(75% -((N1,519,800) of Annual Basic Salary; Medical Facilities (in accordance with NHIS Policy);  Special Assistant (To be provided in kind); Security (To be provided in kind); Air Travel (By Business Class); Newspaper Allowance (15% of  Annual Basic Salary-N303,960).
The letter said: “As a Political Office Holder, you must obtain permission from Mr. President before you travel out of Abuja. If the trip is official, Ministers are entitled to a Duty Tour Allowance of N35,000 per diem. However, all private journeys will attract no Allowance.
“Severance Allowance of 300 %of Annual Basic Salary payable after full tenure of office with government. The allowance will be pro-rated after a minimum of two years tenure.
It added: “200 % of Annual Basic Salary (N4,052,800) will be paid to you to enable you to acquire accommodation of your choice in line with monetization policy.
“Furniture  Allowance. 300 %(N6,079,200) of Annual Basic Salary will be paid once in every four years. The allowance will be paid annually at the rate of 75% (N1,519,800) of Annual Basic salary.
“Motor Vehicle Fuelling Maintenance Allowance. 75% of Annual Basic Salary (N1,519,800) for the maintenance of your vehicle(s) as Government no longer provides chauffeur  driven vehicles to Political Office Holders/Public Officers for house to office running.
“Annual Leave (30 calendar days for each leave year or calculated on pro-rata basis, with 10% of Annual Basic Salary(N202,640) as leave grant); Personal Assistant Allowance (25% of Annual Basic salary to enable you to employ a Personal Assistant of your choice).”
Investigation however revealed that some of the ministers were uncomfortable with the salary and allowance package because it might not be able to pick their bills.
The package has caused rumbles in the cabinet because while Nigerian ministers earn $8, 514.28 Per Annum (N2,026,400),  their counterparts in Ghana are on $50,000 (N11,900,000) and those in South Africa (the highest paying in the continent) were said to be taking home  about $302,521 per annum.
A reliable source said: “Most ministers have been sad since they received their letters of appointment because the salary and allowance package was a far cry from where they were coming from. We hope that ministers will eventually not steal if they have to serve this nation on hungry stomach.
“We have ministers in this government who left high-net worth job of $10,000 to $20,000 per month, how will they settle their bills? Some ministers have headed corporate. You can imagine a minister managing about $3billion portfolio now getting $8,521 per Annum.
“Some ministers have children in Ivy League universities where they are paying as much as $40,000 to $60,000 per annum. How will they be able to cope to meet up with their responsibilities?”
As at press time, it was unclear if the ministers had made representation to the president or not.
“Curiously, we have some Executive Secretaries, Directors-General and Group Managing Directors of parastatals like NNPC, PPMC, NCC, NDIC, PEF, PPPRA, DPR, NERC, NIGCOMSAT, and others who will be earning more than their ministers. I think the system is distorted somehow.”
Another source added: “To earn commensurate salaries and allowances, the president can explore foreign donors’ basket for payment of ministers. Or else, it will be difficult to get the best from this team.
“Alternatively, there might be scientific corruption in Buhari’s cabinet. This is the type of corruption we call ‘chop and clean mouth.’

Amid overwhelming glamour and grace, the matriarch of Awolowo dynasty, Chief (Mrs.) Hannah Idowu Dideolu (HID), made her glorious and final exit on Wednesday afternoon.
HID Awolowo, who died on September 19, was interred beside her husband, Chief Obafemi Awolowo, inside the 28 –year- old Awo’s Mausoleum located within the sprawling Awolowo’s compound in Ikenne, Ogun State.
The deceased would have been 100 -year-old on the day of burial.
Her surviving daughters – Mrs. Omotola Oyediran, Dr. Olatokunbo Awolowo – Dosunmu and a handful of relatives witnessed HID’s internment that was conducted privately within the Mausoleum.
President Muhammadu Buhari, Vice President Yemi Osinbanjo, Senate President Bukola Saraki, former President Olusegun Obasanjo, ex-Head of State, Gen. Yakubu Gowon, Head of the defunct Interim National Government, Chief Ernest Shonekan, Aliko Dangote, the National leader of the All Progressives Congress(APC), Asiwaju Bola Ahmed  Tinubu and governor Ibikunle Amosun saw the matriarch off.
President Buhari, who arrived at the Awolowo’s compound at 2:18pm, proceeded to the Efunyella Hall where he spent few minutes with the children of the deceased, before heading to the Mausoleum at 2:49pm to see the resting place of Mama and her husband and left two minutes later.
The security Operatives – soldiers, police, Department of State Security Service (DSS) and the Nigeria Security and Civil Defence Corps (NSCDC) were on ground in their hundreds but were d overwhelmed by enthusiastic crowd of dignitaries surging to bid HID Awolowo a final good bye.
Dignitaries that graced the occasion include: Wife of former President Olusegun Obasanjo; wife of former Head of State, Gen. Yakubu Gowon; Governor Olusegun Mimiko (Ondo);  Governor Abiola Ajimobi (Oyo); Governor Aminu Tambuwal (Sokoto); Governor Nasir El-Rufai (Kaduna); Governor Mohammed Bingo (Adamawa); and Governor Rochas Okorocha (Imo).

The agenda of the meeting scheduled to take place in Aso Rock Villa, Abuja, is not immediately known
Deputy Senate President, Ike Ekweremadu, who presided over Wednesday’s plenary session, had asked Senators to converge in front of the Senate President’s office by 7: 00pm for onward departure to the Villa for the meeting.
Ekweremadu did not disclose the agenda of the parley.
Some insiders, however, said the meeting may not be unconnected with the desire of the Senate Leadership to mend the frosty relationship between the Presidency and the Senate leadership.
The Nation gathered that the Senators might use the opportunity of the parley to table the poor financial state of affairs at the National Assembly before President Buhari.
Finding also showed that the Peoples Democratic Party (PDP), who held emergency meeting closed door meeting on Tuesday, discussed the Villa meeting.

The Naira on Wednesday strengthened against the dollar as it traded for N240 at the parallel market.
It gained N1 on Wednesday afternoon to exchange for N240 to the dollar, as against N241, its previous rate.
Meanwhile, its rate at the interbank window remained at N197 to the dollar.
Traders at the market were optimistic that the sale of forex by the apex bank would boost activities at the market.
The News Agency of Nigeria (NAN) reports that the Central Bank of Nigeria on Tuesday frowned at the continued patronage of forex traders at the parallel market.
Mr Godwin Emefiele, the CBN Governor, stated this while answering questions from newsmen at the end of the Monetary Policy Committee Meeting in Abuja.
He urged genuine forex buyers to use the Bureaux de Change (BDCs) and other authorised sources for forex, adding that their rates were far better than what was obtained at the parallel market.

President Muhammadu Buhari will leave Abuja on Thursday, November 26, for Malta to participate in the 2015 Commonwealth Heads of Government Meeting which begins in the island nation on Friday.
The Commonwealth is made up of Britain, Nigeria and 51 other countries that work together to pursue common goals and promote development, democracy, peace, security and good governance.
According to a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, President Buhari and other Heads of State and Government who will be in Malta for this year’s summit are expected to deliberate on fresh Commonwealth initiatives on development and climate change with a view to adding greater value to ongoing global efforts in these areas.
A new Secretary-General of the Commonwealth who will take over from the incumbent, Kamalesh Sharma, will be announced at the summit which will also feature the presentation of a progress report on the eradication of polio.
The Head of the Commonwealth, Her Majesty, Queen Elizabeth II, will formally declare the summit open and host a banquet in honour of President Buhari and other participating Heads of State and Government.
At the conclusion of the Summit on Sunday, President Buhari will leave Malta for Paris, France, where he will present Nigeria’s statement at the United Nations Climate Change Conference scheduled to open in the French capital on Monday, November 30.
The President will join over 100 other world leaders  at the Leaders Event on the opening day of the conference which will be hosted by President Francois Hollande of France and the Secretary-General of the United Nations, Mr. Ban Ki Moon.
President Buhari will also participate in a summit of the Heads of State and Government of the Lake Chad Basin Commission and Benin Republic which has been scheduled to take place on December 2 in Paris on the sidelines of the UN Conference on Climate Change.
Deliberations at the Paris meeting of the Lake Chad Basin Commission and Benin Republic will focus mainly on the war against Boko Haram and other security issues of common interest to participating countries.

The Independent National Electoral Commission (INEC) yesterday declared the Kogi State governorship election held on Saturday inconclusive. The decision was rejected by legal experts who described it as “wrong”.
The Returning Officer, Prof Emmanuel Kucha, who is Vice Chancellor of the Federal University of Agriculture, Makurdi, said election could not take place in 91 units in 18 Local Government Areas.
He said the total number of registered voters in the cancelled units – 49,953 – exceeds the margin between the two candidates with the highest votes, which is 41,353.
All Progressives Congress (APC) candidate Prince Abubakar Audu polled 240,867 votes. His opponent, Governor Idris Wada of the Peoples Democratic Party (PDP), scored 199,514.
The affected local governments are Adavi (five units with 2,134 registered voters); Ajaokuta (three with 1,406 registered voters;) Ankpa (nine with 6,021); Bassa (two with 742); Dekina (29 with 17,454); Ibaji (six with 2,665); Ida (one with 310); Igalamela (three with 1,501); Ijumu (one with 705); and Kabba Bunu (four with 1,767).
Others are Koton Karfi (two units with 1,689 registered voters); Lokoja (five with 2,854); Ofu (eight with 4,679); Okehi (one, with 403); Okene (one, with 676); Olamaboro (four, with 2,046); Omala (six with 2,526) and Yagba West (one unit with 375 registered voters).
Kucha relied on Section M, Paragraph 4 on Page 22 of INEC Approved Guidelines and Regulations for the Conduct of the 2015 General Elections.
It says: “Where the margin between the two leading candidates is not in excess of the total number of registered voters of the polling units where elections were cancelled or not held, the Returning Officer will decline to make a return until another poll has taken place and the result incorporated….”
Kucha said: “Applying the provisions of the above guidelines, therefore, the total number of registered voters of the polling units where elections were cancelled or not held is in excess of the margin of win between the two leading candidates.
“Consequently, this election is therefore, inconclusive and I hereby so declare.”
A highly-placed legal expert said INEC was wrong to have branded the election inconclusive, urging the commission to take another look at the decision.
He said: “The commission should take another look at the election. The results so far declared shows that APC was leading by 41,000 votes. INEC has said the supplementary election, which is not necessary, should take place in 91 polling units. The number of registered voters in those units is 49,000. Out of this, 25,000 have PVCs. If all of them vote for PDP, which is unlikely, the result won’t be enough to stop APC’s victory. Therefore, INEC should not have declared the election inconclusive in the first place”.
Prior to the declaration, Audu won in 16 of the 21 councils, namely:  Yagba East, Ajaokuta, Ofu, Ida, Kabba Bunu, Yagba West, Adavi, Koton Karfi, Ankpa, Okehi, Ijumun, Olamaboro, Igalamela, Bassa, Lokoja, and Ibaji.
Wada won in five, namely Dekina, where he hails from; Ogori Magongo, Omala, Okene and Mopa-moro.
Total number of registered voters is 1,379,971; while 511,648 were accredited.
Election was cancelled in most of the units due to violence, snatching of ballot boxes and votes exceeding accredited voters (over-voting), according to collation officers.
For instance, in Dekina, where 43,938 valid votes were cast, 17,454 was cancelled out of 46,955 votes cast.
The Collation Officer, Josiah Ocheja, said four units were cancelled in Anyigba due to “serious violence” including ballot box snatching and attack of electoral officers by hoodlums.
He said a female electoral officer fled the attack to a shrine and was rescued by the police.
In Bassa council with 10 wards, election was cancelled in two units for over-voting and card reader malfunctioning. In Igala-Mela council, election was cancelled in three units across two wards.
Four polling units were cancelled in Olamaboro, affecting 2046 voters. In one of the units, the Collation Officer said “some individuals came in the name of party agents but overpowered the polling officers and started voting for other voters on queue.”
Due to snatching of ballot papers, card readers and other materials, six polling units were canceled in Omala LGA with 2,526 registered voters.
In Yagba West, election in a unit with 375 registered voters was cancelled because number of votes cast exceeded those accredited.
Five polling units were cancelled in Adavi due to over-voting. In Ajaokuta council, three polling units were cancelled because of violence.
Other parties that participated in the election polled as follows: Accord 199, Action Alliance (AA) 120, Advanced Congress of Democrats (ACD) 472 and Alliance for Democracy (AD) 163.
Others are African Democratic Congress (ADC) 678, African Peoples Alliance (APA) 1,938, All Progressive Grand Alliance (APGA) 584, Citizens Popular Party (CPP) 587 and Democratic Peoples Party (DPP) 457.
The rest are Independent Democrats (ID) 174, KOWA 134, Labour Party (LP) 8,756, National Conscience Party (NCP) 346, New Nigeria Peoples Party (NNPP) 282, Peoples for Democratic Change (PDC) 861, Progressive Peoples Alliance (PPA) 2,973, Peoples Democratic Movement (PDM) 231, Social Democratic Party (SDP and United Democratic Party (105).
Reacting to the declaration of the election as inconclusive, Media Assistant to the APC candidate, Abdulmalik Suleiman, said the party (APC) will meet and decide on the next line of action..
“We will abide by the party’s decision”, he said.
Bode Ogunmola, Kogi PDP Publicity Secretary, said the position of the party, saying INEC should go for a complete rerun of the election.
“Our position is that the cancelled election are in 19 local government areas, in our own view, they should go for a complete
rerun. However, INEC has tried for even saying that they should go for a rerun. We as a party, belief that any day, anytime, if there is a free and fair election, PDP will win.
“Anytime they fix for the rerun, maybe after the Bayelsa poll, our advice to INEC is to cross their Ts and dot there is”.
INEC is yet to announce date for the supplementary election in the affected areas.

KOGi State All Progressives Congress (APC)governorship candidate Prince Abubakar Audu yesterday died after taking ill on Saturday. He was 68.
Audu was leading by 41,000 votes (he scored 240,867) ahead of incumbent Governor Idris Wada, the Peoples Democratic Party (PDP) candidate who scored 199,514 votes.
The Independent National Electoral Commission (INEC) declared the exercise inconclusive, saying there would be supplementary election in 91 units —a decision condemned by senior legal experts as “simply wrong”.
Audu died in his village Ogbonicha-Alloma in Ofu Local Government Area following complications from a stroke. His death set off arguments about the future of the election.
“I think he will be buried on Monday in accordance with Islamic rites,” a source said.
It was learnt that Audu had been billed for a medical check-up this week. He was said to be feeling unwell since Friday.
Another source said he died yesterday morning even before the results were announced, contrary to the information that he died after the elections were declared inconclusive.
The circumstances of Audu’s death could not be confirmed.
Audu’s remains will be buried in his home town this morning according ot Islamic rites.
Governor Idris Wada is expected to lead the government team to his burial, it was learnt last night.
When Audu’s running mate James Faleke, was asked at about 5p.m. to leave his home base in Ekinrinade for Lokoja, there was the suspicion that something untoward had happened.
A source, who spoke in confidence, said: “At about 5pm, Mr. Faleke got a call to proceed to Lokoja to attend to an emergency. Faleke later moved from Lokoja to Ogbonicha-Alloma.
“A worried Faleke then asked what was wrong. He was then told that Audu had a partial stroke and needed urgent attention. This made Faleke to immediately embark on an unprepared journey.
“Shortly after hitting the road, Faleke’s phone was bombarded with calls on what happened to Audu. He also was in a dilemma and had no answer to the enquiries.”
The National Secretary of APC, Mallam Mai Mala Buni said: “We have not received any formal notification from the family but we just heard the announcement that he is dead.”
A national officer of the party said: “Yes, my brother, Prince Abubakar Audu is dead.”
In his Twitter handle, Senator Shehu Sani( Kaduna Central Senatorial District) said: ” Abubakar Audu; victory and tragedy. We mourn, we mourn a dogged fighter, a resilient optimist.”
An aide to the late Audu said: “This is a tragedy. I just lost my boss. He did not make it despite the efforts of everybody here to revive him.  Everyone is crying here and I will call you later.”

Liberia has placed 153 people under surveillance as it seeks to control a new Ebola outbreak in the capital more than two months after the country was declared free of the virus, health officials said.
Three Ebola cases emerged in Liberia on Friday. The first of the new patients was a 15-year-old boy called Nathan Gbotoe from Paynesville, a suburb east of the capital Monrovia. Two other family members have since been confirmed as positive and they are all hospitalised.
“We have three confirmed cases and have listed 153 contacts, and we have labelled them as high, medium and low in terms of the risk,” Liberia’s Chief Medical Officer, Dr. Francis Kateh ,told Reuters late on Saturday.
The West African country has suffered the highest death toll in the worst known Ebola outbreak in history, losing more than 4,800 people. It has twice been declared Ebola-free by the World Health Organization, once in May and again on September 3, only for new cases to emerge.

The All Progressive Congress (APC) governorship candidate in Kogi State, Prince Abubakar Audu, is dead.
He died on Sunday, shortly  after the Independent National Electoral Commission (INEC) declared the state governorship election as inconclusive.
A  source close to the ex-Kogi governor confirmed his death on Sunday.
The APC National Chairman, Chief John Odigie-Oyegun, told The Nation, the party is trying to establish contact with the deceased’s family.
Audu was on the verge of a sensational return to the Kogi Government House before INEC ordered a supplementary election in some local government areas because of perceived irregularities.
Over 49, 000 votes were cancelled by the electoral commission.
Before the announcement, Audu was leading his closest challenger, Idris Wada, of the Peoples Democratic Party (PDP) with 240, 867 votes to 199, 514.

THE Sultan of Sokoto , Alhaji Muhammad Sa’ad Abubakar III, said yesterday in Ado Ekiti that Muslim youths must begin to shun membership of terror groups as violence has no place in Islam.
Besides, Muslims should make it a point of duty to fish out the bad elements in their midst.
The spiritual head of the Nigerian Muslim community spoke at the turbaning of the Grand Imam of Ekiti State, Sheikh Jamiu Kewulere Bello, as the President General of the League of Imams and Alfas in Southwest, Edo and Delta states.
Abubakar urged Sheikh Kewulere to galvanize other Islamic clerics to work together to preach against terror which is giving Islam a bad name.
The Sultan said, “We know what Islam is presently facing most especially the issue of terrorism, we know this is not an Islamic agenda and the biggest challenge facing the (new) President General is to bring all Imams, Alfas and Ulamas to brainstorm on how we can stop our children from participating in anti-Islamic activities.
“As teachers in Islamic studies, we want you to teach our children what Islam is and what Islam is not. Imagine a 10-year-old involved in suicide bombing and killing, this has no place in Islam and has no basis in our religion.
“Fish out bad elements among Muslims and have them dealt with as criminals, we have to educate our children what Islam is and what Islam is not.
“If we know any bad person among us, let us fish them out. It is a big task no doubt, we must be united as Ummah because what binds us together is Islam.
“We must work together to bring our clerics together to tackle terrorism and extremism because this is unIslamic not only in Nigeria but in other parts of the world.”
The Sultan was particularly delighted at the presence at the event of the Ewi of Ado Ekiti, Oba Rufus Adeyemo Adejugbe, who is a Christian.
Speaking shortly after his installation, Sheikh Kewulere paid tributes to all his predecessors and expressed gratitude to his colleagues in the League in all the eight states under his domain.
He promised to justify the confidence reposed in him and build on the foundation already laid to promote Islam and inter-religious harmony.
The Asiwaju Musulumi of Yorubaland, Asiwaju Khamis Olatunde Badmus charged Kewulere, to see his new post as a trust from Allah and make the unity of Muslims a priority in the discharge of his duties.
Speaking through Senator Hamsat Bayo Salami who represented him at the event, Badmus said as the spiritual head of the Muslim in the South West, the office of President General requires that its occupant must be a promoter of peace and unity not only among the Muslims but in the whole of Nigeria and also work with Sultan of Sokoto on the promotion of peace and unity in the country.

Early returns from yesterday’s governorship election in Kogi State seemed to be in favour of the All Progressives Congress (APC) flag bearer, Prince Abubakar  Audu.
Audu, according to unofficial figures from different parts of the state, appeared to have won in most of the local government areas in the Kogi West Senatorial District.
These are Yagba East, Mopa-Moro and Ijumu while incumbent Governor Idris Wada won in Yagba West and Kabba-Bunu.
Audu was also leading in six of the nine local government areas in Kogi East where he and Wada come from.
In Kogi Central the Labour Party candidate, Dr. Philip Salawu won in Okehi LG while Wada won in most of the LGs in the zone although with slight margins.
The state resident electoral commissioner, Hassaa Pai announced late last night that collation of results from the local government areas would commence at 6am today.
The PDP was all jitters soon after the close of voting in the election yesterday with its flag bearer alleging that the poll was programmed to deny him a second term.
Wada said there was a plot to rig the election and alter the people’s will.
A visibly irked Wada told reporters after casting his vote at about 3.40pm that he should not have been treated so shabbily in his own unit where a card reader malfunctioned and accreditation continued beyond 1pm.
He complained bitterly about the delay, but did not name those he suspected of engineering the plot.
Wada arrived at his polling unit at about 3.30pm, but had to wait in his car for 10 minutes before voting.
When he arrived, Independent National Electoral Commission (INEC) officials were still stamping the ballot papers. He was the first to vote.
After voting, he said: “quite unfortunately, from what I’ve seen here, there seems to be a deliberate attempt to frustrate all this mass of people who have come out here to exercise their civic responsibility.
“I’m not happy at the slow pace. Why are we voting at this time? There were incidence forms, they should have started using them earlier.
“We kept waiting after accreditation to start voting. It’s wrong the way they’re going about it, signing the ballot papers now, which should have been done earlier.
“They have no excuse. Nobody has given any credible excuse for the slow pace of work here. This is why people are insinuating that there is a deliberate attempt to deny many people of an opportunity to vote, which is wrong. There is no need for that. Let’s have a process which is credible, then everybody will go home, whatever happens.”
Wada said state-wide, he received reports of ballot boxes snatching in some local government areas and some wards such as Ogodo and Iyano, as well as stuffing of ballot boxes with thumb printed ballot papers.
“All this are going to be documented and pursued with INEC, because after all the voter education and all that, it will be sad for our country when such things are allowed to happen.  It should be a free and fair competition and I don’t know why people are doing this.
“Some individuals have been mentioned. We’ll pursue it with INEC at the appropriate time. There are issues of fake soldiers, fake policemen intimidating people at the voting point. These are completely unnecessary.
“What is the point of having periods of campaign to convince voters to vote for you if some devious people go about planning to bring in fake soldiers, fake policemen to disrupt the process? It’s unfortunate,” he said.
According to the governor, who did not name names, the plot was hatc?hed in Kogi rather than Abuja.
“I’m not suspecting the involvement of the Federal Government. This is a local arrangement here in Kogi State.
“What is next is that we’ll wait, collate all the reports and whatever result is declared we’ll have our position after that,” he said.
On the turnout, he said: “It has been very impressive. People are very enthusiastic. And this is where the frustration sets in. This is why we need an expeditious process for people to discharge their responsibilities and go home. That’s how it should be.”
Accreditation of voters began on time in various polling units in Kogi East Senatorial Zone. At Government Secondary School, Anyigba, voters queued up to get accredited.
There was heightened security presence on the roads, with police officers and soldiers mounting several road blocks and conducting searches on motorists, even those conveying journalists.
However, there were several reports of card readers malfunctioning in some units, including Wada’s in Odu Ogboyaga market in Dikena LGA.
Due to the malfunctioning card reader and lack of incidence forms, accreditation continued in Wada’s unit until about 2pm. However, accreditation was over on time in some other polling units visited.
In Ita-Aja 1 polling unit, Anyigba, Dekina, less than 10 persons were left on the queue for accreditation before 1pm. The situation was calm. Voters said the card reader did not malfunction, with a Polling Officer confirming that all the card readers were working well.
Due to shortage of incidence forms in some polling units, officials had to resort to using papers to enter voters’ details.
In Unit 012, Anyigba, the polling officer complained of biometric authentication failure for many voters, adding that there was just one incident form.
At Odu-Ogbaloto unit, Ward 1, in Dekina, a PDP leader, Patrick Shaibu, said the only problem was that of malfunctioning card readers.
In some units, electoral officers had to use detergents and sanitisers to clean fingers, as card readers failed to recognise some.
The incidence forms for those who failed biometric accreditation were used up in some units, with electoral officers resorting to writing on papers.
A Polling Officer said an order was been given to “get a sheet of paper for those whose fingerprints can not be authenticated.”
Wada arrived his unit by 11.20am for accreditation, but it was not a smooth process for him. The Card Reader failed to verify his Permanent Voter Card. He was not accredited until about 20 minutes after his arrival. Several attempts to make the card reader work failed.
The presiding officer, in a shaky voice, said: “His Excellency needs an incidence form.”
A furious  Wada said: “How can that happen?”
His wife, Halima, could not find her name on the register and also had to fill an incidence form.
Wada said he was troubled by the reports he received earlier in the day. According to him, despite the heavy deployment of police and soldiers, there were still incidences of thuggery.
Asked if he was confident of victory despite the challenges he observed, he said: “By the grace of God if it’s free and fair I’ll win.”
On the alleged acts of thuggery, he said: “It is good the whole place is being militarised. That will prevent thuggery but thugs are still operating!?”
On his wife Halima’s name not found on the voters’ register, Wada said:? “My wife’s card was recognised and her name is on the register, but they did not find her name on the sheets they’re using. So, she had to fill an incidence form.
“The incidences I’m hearing about are troubling. I will not rush to judgment. I just hope the authorities are listening and will take immediate action, because this election is a litmus test on Nigeria’s democracy.
“There is a lot of enthusiasm. People want to exercise their civil rights and responsibilities.  It is the opportunity to do so that is being denied many of them by the failure of this equipment. It’s mind-boggling that in a single election in our country in one day, card readers are disappointing us. Something needs to be done.
“There was a failure of the card reader. How can that happen? In a single election, one day in the whole of Nigeria? How can we have card reader incidents? INEC said they were providing backups. There were so many people here who are going to be completely disenfranchised. This is wrong!
“They said they have few incidence forms and there is no photocopy machine here! So, how are people going to vote?
“It seems to be a deliberate attempt to frustrate the whole process. I am going to call the REC (Resident Electoral Commissioner) now when I leave here, and I hope that they can do something about it.
“Most Nigerians were looking forward to this election. Before I came here, I believed that the whole process was free and fair, with the massive security.”
Deputy Commandant-General of the Nigeria Security and Civil Defence Corps (NSCDC), Dr Nnamdi Nwiyi, debunked reports of a security lockdown  of Dekina.
According to him, there was an incident in a polling unit which led to protests. He said it resulted in the INEC officials leaving, making it impossible for accreditation to begin.
Nwiyi said only one unit was affected, and that it did not amount to a serious security issu?e. He said electoral officers addressed the problem.
He said: “Security officials will not be caught napping. So far, I’ll say that it has been generally orderly. Everything has been peaceful but we’ll not rest on our oars.  We have to be extra-vigilant and more cautious to ensure there will be no embarrassment to Nigerians and Kogi people.
“I received the report about a lockdown. It was Ward 003 or 004 in Dekina. We heard the indigenes were having issues and the electoral officials had to take the materials back to their office. It was a message I got from security and intelligence reports. But I believe INEC would be able to sort it out. Apart from that, our men have been giving us positive news from the field.”
On allegations of thuggery, Nwini said: “If he (Wada) mentioned specific names I’m sure security would have been beefed up in those places.”
Urging voters to remain law-abiding, he said: “I think Nigeria should be getting more mature by now with our experience with elections. The issue is that the awareness is now high.? Voter apathy has been removed. However, politicians and the National Orientation Agency still have a lot of work to do on issues of orderly conduct during elections.
“It is only when people have trust in the result that we can get it right. But so far, I’ll give a pass-mark to what I’ve seen on the field.”
Wada’s wife Halima said the huge turnout of women was an indication of how much they love her and the governor.
“Our people love us. That’s why they’re coming out. I’m always among them. So once they see me they’re happy to be with me. We’ve done our homework and our people have accepted us, so why won’t they allow them to vote?” she said.

As the Kogi electorate go to the poll today to elect the governor that will pilot the affairs of the state in the next four years, JAMES AZANIA examines the likely scenario that may play out for the two leading parties—All Progressives Congress (APC) and Peoples Democratic Party (PDP)—and their candidates, Prince Abubakar Audu and Governor Idris Wada respectively.
Since the advent of the current democratic dispensation in 1999, the 2015 governorship election in Kogi promises to be the most keenly contested in the state. There are several reasons for this.
For one, the outcome of the last general election, which for the first time saw an opposition candidate, President Muhammadu Buhari of the APC unseat the sitting president and candidate of the PDP, Dr. Goodluck Jonathan in an election that was widely regarded as free and fair.
Whether the same scenario will play out in today’s governorship election in Kogi State is something that millions of Nigerians await with bated breath. Like the centre where the PDP had
been in power for 16 years, the party has also been at the helm of affairs in Kogi State in the last 13 years. While political analysts maintain that the PDP perpetuated itself in power for that long on account of rigging, the introduction of card readers by Prof. Attahiru Jega-led Independent National Electoral Commission (INEC) is believed to have changed the equation. The development has been largely credited for making the votes count.
The history of governorship elections in Kogi State, which interestingly has seen Prince Abubakar Audu feature in all of them since 1999, is testimony of his staying power and political astuteness. Contesting the election under the now defunct Action Congress of Nigeria (ACN), one of the parties whose structures were collapsed into APC, Audu had lost the 2011 governorship contest to the incumbent governor, Capt. Idris Wada of the PDP. His party however rejected the outcome of the poll as announced by the returning officer for the state, Prof. Shamsudeen Amali, who on December 3, 2011 declared Wada winner with 300,372 votes against Audu’s 159,913. The total number of eligible voters in the state stood at 1.3 million while 518,949 people voted.
In the 2011 contest, Audu won in three of the 21 local government areas of the state, namely Ofu, Olamaboro (Kogi East) and Adavi (Kogi Central), while Wada won in all the others. Observers of political events in the state are however of the opinion that a lot has changed between 2011 and now.
The APC tsunami saw an opposition party sweep the poll during the last National Assembly elections, winning all three senatorial seats and six out of the nine House of Representatives seats. The party also went on to win 11 out of the 25 house of assembly seats in the state house of assembly contest.
Political analysts believe that some of the factors that will work to alter the sequence of political contests in the state will include the anticipated near absence of rigging, the strength of Audu’s running mate, Hon. James Abiodun Faleke, from the Okun-speaking Kogi West Senatorial District.
While the Wada-led PDP administration has been fending off allegations of alleged non-performance, the avalanche of defection from the party could be an ominous sign for the incumbent governor.
Both Audu and Wada hail from the Igala-speaking Kogi East Senatorial District. Hence a tight race is expected for the two candidates in that part of the state. But Audu has always made an in-road in the predominantly Ebira-speaking Kogi
Central Senatorial District, where the presence of two strong candidates from the area in the persons of Dr. Phillip Salau of the Labour Party (LP) and Enesi Ozigi of the Progressive People Alliance (PPA), could make the penetration of outsiders difficult.
The Ebira are reputed for voting for their own, whatever the odds, which is why the purported recalcitrance of Alhaji Yahaya Bello a.k.a. Fairplus, who contested the APC governorship primary alongside 22 others before losing to Audu, is seen by analysts as not too good a sign for Audu because the people would naturally attribute their son’s loss of the APC ticket to him. The absence of Fairplus at subsequent APC outings would compound the fears in Audu’s camp as far as Kogi Central is concerned.
Game changer
Watchers of political events in Kogi however see Faleke’s emergence as Audu’s running make as the antidote to Fairplus’ lukewarm attitude to the fortunes of the party he had done so much for, particularly in the build-up to the presidential election. Hailing from Ekirin-Edde in Ijumu Local Government Area, Faleke is touted as a plus for the APC ticket. Aside from his wide acceptance in the predominantly Okun-speaking Kogi West, where the APC has for once been able to secure the people’s acceptance, he is also conversant with the people of Kogi Central where he attended Abdulazeez Attah Memorial College, Okene (AMCO).
Audu was said to have had a problem with the people of Kogi West during his tenures as governor, with some accusing him of not developing the area and retrenching many workers from the area for political reasons. In the past, the PDP had always won in Kogi West. But the coming of Faleke who is perceived largely as innocent might have extenuated the people’s grievances against Audu. Besides, the massive defection of PDP chieftains and their supporters in the area to APC is seen as evidence of the asset that Faleke could be to the APC in Kogi West where he hails from

The Nigeria Civil Society Situation Room, a coalition of 70 civil society groups monitoring Saturday’s governorship election in Kogi State, had expressed concerns over the welfare of security personnel deployed for the election.
The group said it observed that some of the policemen deployed from various states were kept waiting for hours before re-deployment, with some of them loitering aimlessly.
Besides, it also feared that the huge security deployment could become a state-motivated instrument for voter intimidation in today’s election.
It said nothing short of a free and fair election will be accepted to Nigerians.
“The electoral environment is charged no doubt, and there have been various allegations across the aisle on plans to rig the election.
“Situation Room takes note of these developments and calls on all stakeholders, especially political parties to approach this election with responsibility and utmost respect of democratic standards.  We cannot afford to fail Nigerians,” the coalition said.
In its preliminary statement on the election on Friday, the group said it was hopeful that security operatives would conduct themselves responsibly and adhere to civil and responsible terms of engagement under the rule of law.

Some independent petroleum marketers in Umuahia are selling petrol for between N170 and N200 per litre even as the seeming scarcity of the commodity lingers on.
However, at the black market located at strategic points in the Abia state capital, the commodity sells for N300 per litre.
A correspondent of the News Agency of Nigeria (NAN), who monitored the situation in the area, reports that the few independent marketers selling the commodity at the approved pump price of N87 per litre are attracting long queues of vehicles as prospective buyers wait patiently for their turns to buy the commodity.
Meanwhile, transport fare in the area has jumped by between 80 per cent and 100 per cent, depending on the distance, thereby forcing many commuters to resort to walking long distances.
At the NNPC mega station located on the Umuahia end of the Enugu-Port Harcourt Expressway, scores of motorists and motorcyclists could be seen waiting to buy the commodity at the government-controlled price.
A cross-section of the customers, who spoke with NAN, described the seeming scarcity as disturbing and a situation not expected during President Mohammadu Buhari’s administration.
Augustine Okoronkwo, Steve Ahamefule, and Jenarius Ezeru, who claimed to have spent two days on the queue waiting to buy the commodity but to no avail, said that the situation had caused untold hardship to motorists.

South African mobile network giant, MTN, is yet to pay up the 1.04 trillion naira (5.2billion dollars) fine imposed on it by the Nigerian Communications Commission (NCC) following its failure to disconnect over 5 million unregistered subscribers from its network.
The Nation gathered in Abuja on Friday that MTN and top officials of the government and NCC are locked in series of meetings on the issue.
It was learnt that no conclusion has been reached on the matter, except for the grace granted MTN to negotiate payment of the fine within the next few days.
The NCC had previously set a deadline of November 16 for the settlement of the penalty, but MTN managed to secure an extention of the deadline after series of meetings.
When contacted on updates on the issue, the Deputy Director, Public Affairs of the Nigerian Communications Commission, NCC, Mr Sony Araba confirmed that meetingsare ongoing on the matter since Tuesday, but that no money has been paid yet.
He declined to comment on the conclusions reached at the meeting, saying whatever conclusion had been reached would soon be made public.

There were indications last night that some of the former military chiefs and military officers under investigation by the Economic and Financial Crimes Commission (EFCC) have volunteered to refund some money for jobs undone.
A source privy to the activities of the Special Investigative Committee said: “About four of such former officers have offered to make refunds. I think Dasuki does not know the extent to which the panel had gone in probing the arms deals.
“When the case gets to court, Nigerians will appreciate the depth of the investigation by the panel.”
In line with its enabling Act of Parliament,  EFCC may seize the assets of a former National Security Adviser, Sambo Dasuki, and some ex-military chiefs allegedly involved in the N644 billion arms deals.
The anti-graft commission may invoke temporary assets forfeiture clause as part of the ongoing probe of the arms procurement.
It was learnt that three suspects, including a top Nigerian and two Israelis, have sneaked out of the country to escape arrest.
It was also gathered that some former service chiefs have offered to return votes meant for failed contracts.
A reliable source said: “The EFCC may invoke Assets Forfeiture clause to seize the properties of Dasuki and other Service Chiefs who allegedly diverted or misappropriated funds meant for arms procurement in line with sections 28 and 34 of the EFCC (Establishment Act) 2004 and Section 13(1) of the Federal High Court Act, 2004.
“Section 28 reads: ‘Where a person is arrested for an offence under this Act, the Commission shall immediately trace and attach all the assets and properties of the person acquired as a result of such economic or financial crime and shall thereafter cause to be obtained an interim attachment order from the Court.’
“We have appreciable list of assets in Abuja, Kaduna, Lagos and Port Harcourt to be attached. One of the affected officers built two mansions in Kaduna and Abuja under six months.
“A Service Chief is also being investigated for allegedly acquiring a property of the late first Civilian Governor of Bayelsa State, Chief Diepreye Alamieyeseigha.
As at the time of filing this report, three key suspects in the procurement process were alleged to have sneaked out of the country.
Another source said: “The government may appear to have been hard on Dasuki because three suspects implicated in the arms deal have sneaked out of the country. The suspects, including a top Nigerian and two Israelis, were rated as closer to Dasuki.
“Wherever they are, we will repatriate them accordingly. With the cooperation of some countries, there is no hiding place for any suspect.
“This is one of the reasons why the Federal Government does not want Dasuki to travel out for medical treatment.
“The Department of State Security Service(DSS) was proactive in placing one of the suspects on surveillance but the recourse to court made the affected culprit to leave the country.
“Another factor is that the cases against the ex-NSA are many and the government cannot say because of an isolated matter, he should be allowed to go abroad. What if he does not return to the country?”
